The second workshop under the ILDC Workshop Series 2023, titled “Land Tenure and Climate Change/Action: Connections and Implications,” was jointly organised by Azim Premji University and the Center for Land Governance on 8 July 2023 at Azim Premji University, Bengaluru. The workshop brought together researchers, practitioners, policymakers, decision-makers, and other sectoral actors to examine the complex relationship between land tenure, climate change, climate action, and climate finance. Discussions explored how climate change affected land, vulnerable landscapes, and communities, as well as how adaptation and mitigation measures influenced formal and customary tenure systems, land administration, and people’s access to and use of land.

The workshop examined these connections across agricultural, forest and commons, and urban landscapes. Participants discussed how emerging climate instruments and investments—including net-zero commitments, nature-based solutions, carbon and biodiversity markets, just-transition initiatives, certification, eco-labelling, and renewable-energy development—were changing land use, ownership, tenure, and access. Particular attention was given to their implications for women, Dalit and tribal communities, pastoralists, agricultural tenants, slum dwellers, and other marginalised groups. The discussions also considered the role of land digitisation, geospatial technologies, private-sector participation, and local institutions in determining the availability and governance of land for climate action. The workshop concluded by identifying potential pathways for collaborative research, policy engagement, private-sector dialogue, white papers, and multi-actor platforms to advance inclusive, just, and tenure-sensitive climate action.
