The Pradhan Mantri Awas Yojana (PMAY), initiated in 2015, represents India’s decisive commitment to addressing the pervasive housing deficit, establishing "Housing For All" as a national priority. The Mission, spanning both urban (PMAY-U) and rural (PMAY-G) contexts, has achieved a monumental scale in terms of sanctions and financial commitments.Building on this progress the session moves beyond mere review of achievements to conduct a rigorous analysis of PMAY’s core programmatic mechanisms (CLSS, BLC, AHP). Drawing on comparative case studies from different states the dialogue will identify necessary second-generation programmatic interventions.The goal is to generate actionable policy prescriptions to ensure sustainable, equitable, and timely housing delivery for the future.

Key Discussion Points for the Panel

  1. The implementation of highly used PMAY mechanisms like BLC can get significantly delayed because beneficiaries struggle to obtain basic land ownership documentation (patta/record of rights). What programmatic solutions can states mandate to ensure acceptable title documents for beneficiaries in the existing urban property record framework?

  2. What specific, targeted, state-level mechanisms—beyond the financial assistance under PMAY— (For eg; better access to institutional credit) are necessary to bridge the ‘beneficiary share’ gap and ensure the timely completion of houses for the poorest segments?

  3. How can states programmatically integrate the lessons and proven technologies from the Technology Sub-Mission (TSM) into all future AHP/ISSR tenders and BLC guidelines, making them a mandatory part of the affordable housing ecosystem?

  4. What are the most critical, cross-departmental policy reforms or programmatic interventions that states believe is essential to transform PMAY into a self-sustaining, market-aligned engine for affordable housing delivery beyond 2029 (For eg; LVC around transit corridors, reduction in FAR premiums for PMAY developer, higher subsidies to clean marketable titles)?
