Context:
Land remains the central asset driving livelihoods in rural India. However, fragmented landholdings, limited access to finance, and weak market linkages constrain productivity and enterprise growth. Farmer Producer Organizations (FPOs) and Village Level Entrepreneurs (VLEs) are emerging as critical enablers of rural transformation. Integrating them into land-based value chains and digital ecosystems can unlock new pathways for sustainable income generation, climate resilience, and inclusive development.
Objective of the Panel:
To deliberate on innovative approaches, partnerships, and policy mechanisms that leverage land resources to scale FPOs and VLE networks, fostering rural entrepreneurship and sustainable land use.
Key Discussion Points:
· Land as a productive and financial asset — enabling aggregation, leasing models, and community farming.
· Role of FPOs and VLEs in improving land productivity, agri-value chain efficiency, and rural employment.
· Digital and geospatial tools for mapping land use, ownership, and productivity to support scalable interventions.
· Financial and institutional mechanisms for land-linked credit, insurance, and investment in FPO/VLE enterprises.
· Policy convergence — integrating agriculture, land, and rural enterprise development under one enabling framework.
Expected Outcomes:
· Framework for land-linked FPO/VLE scaling model.
· Actionable recommendations for state and national policy.
· Identification of pilot initiatives and investment opportunities.
