Background
Rapid urbanization in Gujarat coupled with industrialization necessitates efficient urban management strategies to address the dual challenges of accommodating new growth and revitalizing older city areas. Town Planning Schemes (TPS) and Local Area Plans (LAP) have emerged as effective urban planning tools deployed by Gujarat’s urban local bodies to guide structured expansion and ensure equitable re-densification.
This session conducted as a panel discussion will explore their methodologies, impacts, and prospects for broader application. A moderated panel featuring 3–5 experts who share diverse perspectives on urban planning tools in Gujarat. Includes introductory remarks, panelist presentations, and an extended Q&A with the audience to deepen engagement.
Objectives
To present the frameworks and implementation processes of Town Planning Schemes and Local Area Plans as practiced in Gujarat.
To analyze how these tools support sustainable new area development and the strategic redensification of existing, organically developed urban areas.
To discuss challenges faced during implementation, including balancing landowner participation, stakeholder engagement, and policy coordination.
Expected Outcomes
Enhanced understanding among participants of TPS and LAP as models for efficient urban expansion and older area re-densification.
Policy and practice recommendations for cities aiming to improve land management, infrastructure delivery, and public participation.
Identification of opportunities and limitations for scaling Gujarat’s urban planning approaches to other regions.
An actionable knowledge base for urban planners, policymakers, municipal officials, and community stakeholders to adapt TPS and LAP in their contexts.
Network-building among practitioners and researchers for future knowledge exchange and collaboration.
This session aims to equip participants with practical insights into urban area development and re-densification, inspire policy innovation, and foster partnerships for smarter, inclusive urban futures.
